Using only [http://www.w3.org/html/wg/drafts/html/master/sections.html#the-h1,-h2,-h3,-h4,-h5,-and-h6-elements h1] elements in a HTML document results in a flat [http://www.w3.org/html/wg/drafts/html/master/sections.html#outlines document outline] as heading element semantics are conveyed to users as per the numeric in the heading element tag name.

As a general rule, include a [http://www.w3.org/html/wg/drafts/html/master/sections.html#the-h1,-h2,-h3,-h4,-h5,-and-h6-elements heading (h1-h6)] as a child of each [http://www.w3.org/html/wg/drafts/html/master/sections.html#the-section-element section] and [http://www.w3.org/html/wg/drafts/html/master/sections.html#the-article-element article] element.
