(Starting to refactor GoodURIs to see how it feels.)

A "good" URI is all these things (most important first): a BrowsableUri, a PersistentUri, an UnambiguousUri, a LegibleUri, and a ShortUri. (Note that we write "Uri" to make it a WikiName, but still pronounce it "you are eye".)

By contrast, some not-so-good URI qualities: OverloadedUri.
