Re: [i18n review comment] BP3 should recommend locale-neutral representation #187

Hi Bernadette,

Of course you're right that "2015-05-05" can also be data, but in this 
example it is metadata so it doesn't really function as an example of 
what the BP is mostly about. We could use the same example as is already 
in there from Addison, maybe just call it a bus fare. I'll defer to 
others more familiar with vocabularies for the dct:conformsTo question.
