When the section on URLs was removed to be done in some other document that
also took away the normative requirements on determining the base URL of a
Document object. It seems highly unlikely this will ever make it into an IETF
specification and seems like something that should be in HTML5 instead,
especially since it concerns one of the elements defined by HTML5.
