I propose we add a callback on PeerConnection and some attributes on it
and MediaTracks:

{
...
    // allow app to limit total bitrate used for the PeerConnection
    attribute unsigned long maxBitrate;
    attribute readonly unsigned long currentBitrate;  // [Open issue] - how
much smoothing?

    attribute Function? onBitrateChange;
