[Bug 13871] New: <video> behavior when setting currentTime to current playback position

http://www.w3.org/Bugs/Public/show_bug.cgi?id=13871

Summary: <video> behavior when setting currentTime to current
                    playback position
           Product: HTML WG
           Version: unspecified
          Platform: All
        OS/Version: All
            Status: NEW
          Severity: normal
          Priority: P2
Component: HTML5 spec (editor: Ian Hickson)
        AssignedTo: ian@hixie.ch
        ReportedBy: glenn@skynav.com
         QAContact: public-html-bugzilla@w3.org
                CC: mike@w3.org, public-html-wg-issue-tracking@w3.org,
                    public-html@w3.org

When setting HTMLMediaElement.currentTime to the same time as the current
playback position, i.e., the current value of currentTime, then the operation
should succeed (without exception) immediately, and without attempting to
access media resource.

That is, performing

media.currentTime = media.currentTime

should always succeed, and should not cause a seek task to be queued.
