Currently command.checked changes also content attribute checked.
input.checked changes only the state (checkedness) and the checked content
attribute sets only the initial state.

The activation behavior of <command> is also incorrect, it should just match
what is specified for <input> (radio and checkbox state)

Is there a reason to not use the checkedness and dirty checkedness flag for
command elements ?

HTMLCommandElement could then contain the .defaultChecked IDL attribute.
