If Tony wants to revise his document and submit it as a Change  
Proposal for this issue, then we will accept his submission.

As currently written, I believe Tony's proposal does not meet the  
formal criteria for Change Proposals. There is no clearly identified  
summary or rationale (while the proposal does have rationale for "Why  
Distributed Extensibility Matters", it does not have rationale for the  
specific proposal in the spec).

It also does not seem to have the level of detail that we would  
ideally like to see for Change Proposals on this issue. For example,  
the necessary changes to parsing and document conformance are not  
spelled out.

The Chairs would be happy to see a revised version of Tony's proposal  
submitted as at least one of the proposals for this issue.
