JSON format to express test cases and test results

Dear ACT TF,

During today's ACT call we agreed to have a smaller break-out to focus 
on a JSON format to express test cases and test results:

An initial approach was previously started on the ACT TF wiki page:

the "Test Case Description Language (TCDL)" and "Evaluation and Report 
Language (EARL)" could be the basis for this format:
