ODRL Profile

For Issue 15 [1] - we can add a "profile" attribute to the main Policy class. It can be optional. But if it appears then it must be "understood" by the consuming system. I think we should say that if multiple profiles applies, then *all* the rules apply from all profiles.
We should also remove the Profile section from the Common Vocab spec and just leave it in the Model spec.

If there are no issues, then I make these updates to the Model draft spec.
