PROPOSAL: changing Tracker to github & moving IRC to #social

Howdy,

We tried to move our IRC discussions to the same channel that WG uses
*#social*. The only obstacle came with our (mine?) interest in using W3C
Tracker which requires dedicated IRC channel to associate it with.

Based on last months experience I propose to move our issue tracking to
github. I want to migrate few of existing ISSUEs and ACTIONs ASAP
from: https://www.w3.org/Social/InterestGroup/track/
to: https://github.com/w3c-social/social-interest/

This way we can use github to track all the issues. I find @mentions and
notifications much more usable + we can collaborate more closely with
participants representing #IndieWeb Camp. Same goes to switching IRC to
#social.

I will add it to next our agenda for next telecon and hopefully we will
agree on making this simple optimization to our online collaboration setup.
