In the joint meeting with the HTML WG and TAG it was discussed that HTML producers need a clean language specification.

Work has been done in this area within the HTML WG and two examples were offered up as possible solutions:

Closed by Call for Consensus. It seems to be agreed that publishing a non-normative reference document would be appropriate and sufficient.
