Certain relationships take on a special meaning when repeated; other solutions may be cleaner

Description:
The "up" link relation, when repeated, has a meaning of multiple levels up, depending on the repeat count. This is an incompatible change from HTML4, and also inconsistent with other specifications that use link relations (Atom, HTTP Link header).

A specific point of concern: relList lists repeated relations only once, and therefore does not convey the semantics of repetition.

Note that finding a substitute for the "repeated relation" pattern is not an objective of this issue. If people feel that this is a desirable feature, then it should be pursued as separate proposal.
