Description:
Often the person who signs a legal agreement is not the person who is actually participating. For Members, we handle this via AC rep. We want to manage non-Members similarly so that:

* We can distinguish between the legal 'click-through' ("Sign CLA") and the "Join" act
* Once the legal doc has been "signed", anyone associated with that organization can join the group.
* If a person (or more than one) has been allowed to participate as an individual and then their organization signs the agreement, then we "upgrade" the individual commitment(s).
* Send useful notifications (e.g., to individuals that their org has signed the legal agreement, or to the signer of the legal agreement that someone from the org has joined the group).

Initially we don't plan to:

* Have a mechanism to restrict who can sign the legal agreement to certain individuals from a given organization.
* Allow/require those individuals to assign representatives in the group (which is how we manage Members).
