Reminder:
* UI appears when users are logged in and participants: checkbox next to each participant (for example)
* Team always has access to UI
* Chairs always have access to UI
* If there are no chairs, all participants have access to UI
Another note about the participants page: add UI for when there is no chair; similar UI to group home page in that situation (namely an outline of a photo with a link to instructions for choosing a chair).

Also, the moment a checkbox is checked, the entire <li> (parent()) should get the '.proposed' css class because it's highlighted differently (this I couldn't make it work - see main.js (last lines))
