ACTION-74: Ask Sorin for a template for the group services page

Sorin suggests in-place editing for text content.

For example, if you are chair and logged in, there's UI next to the descriptive paragraph. You get a modal form and can update to the database.

Similarly, for the tools list, you get the list of titles and URIs. Chairs and team can edit the titles and URIs. Team get an additional link to add services for this group.

Ok for beta to not allow chairs to add/delete services (just edit existing services); we can add that later.

Ted prefers general purpose page using account mgt framework. Jean-Gui indicates we have widgets from Sorin previous style we can reuse.

Jean-Gui says we can do this page ourselves and then check with Sorin if we need his help.
