Ian discussed with Wendy who said the idea makes sense. She had the idea of using CC-by as the copyright agreement (to avoid license proliferation).
Ian talked about reserving the right to shut a group down if it looked like it was producing a spec that needed licensing commitments (to help preserve the overall W3C brand of RF licensing for specs).
