Idea is that for each tool (at least the ones we know) that there be a link to relevant documentation for the tool. Display that link in the UI.

to even more documentation like about using IRC or mail, etc.
IJ will gather documentation URIs.
Ted will add column to db for each tool type
Moved from Ted to Ian. There will only be one URI per tool, so no UI required. Ted will just add to the db and API to access that URI.
