ACTION-245: Assign Ian AC Rep for all Members in the beta

Assigning Ian AC Rep won't work because IPP doesn't handle multiple affiliations.

Instead, I was thinking about allowing to submit requests while impersonating a user. But there is also a problem with that as in this case $user and $voter are different. I think I solved that, but I'll need to check with Dom or Carine when they are back from vacation
