ACTION-198: Filter widget cut off at bottom when vertical height shrinks to a certain point

Look at the current groups page. Unselect community groups (there are only 1 or 2 BGs shown). The bottom of the filter widget is cut off (e.g., instead of seeing clearly there are "2" results, the number 2 is cut off)

It seems the plugin is setting a height dynamically, but the height is too small to display all the content.

Note: we do not want to tweak the plug-in code...that will not be maintainable over time. We may need to do this in our css.

A related issue: if you uncheck everything, then you see no results, and the height is so small that you lose the filter widget...meaning you can't recheck the boxes.

Seems like we need a minimal height for the filter widget to work.
