With the recent addition of LDAP groups for chairs, it should become very easy to implement.
Related to ACTION-109 as we will need to make the changes for all groups.

It doesn't seem possible to give limited permissions to chairs to edit widgets.
However, regarding comments, everyone in the group already had the rights to moderated comments. But I have created a plugin that will send the notification email to chairs instead of blog admin + post author.
