This comes from http://www.w3.org/2015/03/20-svg-a11y-minutes.html and basically requires describing the ways that actual users interact with content... how do they navigate, explore, search, discover what is there.
I have set the due date to after the (HTML) accessibility task force face to face in zaragoza - https://www.w3.org/WAI/PF/HTML/wiki/Meetings/HAT2015-zaragoza - as I hope an outcome will be to at least have some kind of documentation available - the same issues are being faced by the TF in dealing with keyboard interaction for HTML applications.
