This applies directly as written, and as described in the Intent from Understanding SC 2.4.2, replacing “Web pages” with “non-embedded content or software”.

Note: As described in Understanding SC 2.4.2, the name of a software application or non-embedded content (e.g. document, media file, etc.) is a sufficient title.
