Might be worth updating the description to indicate more explicitly that not all data tables have headings but when they do they need to be marked up appropriately.

Consider two changes:
1. To add:
While data tables often have both column header and row header cells, some tables may have only a row containing column headers or a column containing row headers. It is important to suitably mark up all header cells when present so that header-data cell relationships are exposed to assistive technology.
2. I do not understand the rationale for the statement in the description:
"Making headers programmatically determinable is especially important when data cells are only intelligible together with header information". I recommend it be struck, because in a data table data cells are always intelligible only with reference to their column and / or row header cells present in the table.
