Can Informational Graphic and Interactive Element Contrast be combined into 1 Proposed SC?

For initial research and deep understanding, we are working on a separate SC for contrast of informational images and a separate SC for interactive images so we can make sure we think about and cover everything that is needed. We are developing them in parallel and will continue to look to see if we can combine them. But, we don't want to combine them initially, for fear we miss out on a specific need.
