early May 2011 - publish Last Call Working Draft
through mid October 2011 - process comments and prepare Candidate Recommendation
end November 2011 - publish Candidate Recommendation
through February 2012 - collect and document information on implementations
early May 2012 - publish Proposed Recommendation
through June 2012 - process comments and prepare final Recommendation
mid July 2012 - publish Recommendation
