Please clarify that the specification depends on Web IDL for its IDL sections.

This is complete in the latest revision of the spec. See section 1.2 Conformance (http://dev.w3.org/2006/webapi/DOM-Level-3-Events/html/DOM3-Events.html#dom-events-conformance), last paragraph under "Web browsers and other dynamic or interactive user agents":

"A conforming browser must also be a conforming implementation of the IDL fragments in this specification, as described in the Web IDL specification. [WEBIDL]"
