In order to determine if IDREF/IDREFS error handling can be moved to the Relations section, I checked the WAI-ARIA spec to determine which aria properties use IDREF/IDREFS. It's the relations properties and aria-activedescendant.

Converted IDREF/IDREFS error handling from FAQ format to prose. Moved to section in 4.6.3 Relations. Referenced from aria-activedescendent row of state/property mapping table.
