[[ A fallback namespace must not be listed more than once ]] Turns out if a namespace is repeated, it is simply ignored. See step 28 of 6.9.3.3. The normative text does not need require MUST NOT behavior if it is really easy to just ignore to deal with the repetition.
I disagree; if something is repeated, it's almost certainly an error, and it is more helpful to inform the author of such errors than to allow them.
Nikunj, why did you change the resolution to FIXED? The specification did not change.
I misunderstood the bug status. I am fine with the editor's comment on this bug.
