the current behaviour in firefox on a disable input type='submit' is not to show the tooltip, in IE it will appear and then disappear but only when hovering over the text. Should the behaviour of  the tooltip be more specifically defined when the element is disabled?

The spec says it should always show; disabled state doesn't stop that.

This bug predates the HTML Working Group Decision Policy.
