If you're doing anything more complicated than a straight integer ratio or integer percentage, then use the attributes.

It won't work for _any_ language if you do more than that -- e.g. it won't parse English thousands separators, or French decimal commas, or any number of other typographic eccentricities.

The idea is just to provide a basic fallback that will be acceptable in legacy browsers, it's not to provide a perfect experience for all users. If you're spending the cycles to pretty-print the value, you can afford to also set the attributes.
