Section 3.6.2 Widget Values contains this statement: 

Changes to aria-valuenow should be exposed via value change events. 

Question for David B.: is there any event throttling that could be applied here or is the cost not too high? 

There was a note in the document to see related group post but no link to it.

Just to follow up. Confirmation from Matt Campbell (Serotek) that throttling should happen on AT side (if at all).
