Have text after the state/property table in section 3.5. Move to Event section, add a table that defines what events to fire.

Moved text and added table but need content for the table.

Since there is no other event to fire that captures this change, Firefox fires an EVENT_STATE_CHANGE event.

I think changes to aria-invalid should fire EVENT_STATE_CHANGE events.

Added to table in section 4.8.1.  State and Property Change Events.
