When character encoding is precised using a "meta" element, it is only taken into account provided that the "meta" element is the first child of the "head" element. This should be explained. The error message cannot be understood otherwise.

CHARACTER_ENCODING_SUPPORT messages completed with more precise info, in particular to:
- explain that character encoding may have to be declared twice in the markup when the content is served as HTML and when the encoding is not declared in the HTTP headers.
- explain that only the first child of the document's head element is considered when looking for a character meta declaration.
