In that case the encoding is fixed by the server. Could you check the value displayed in Views/Document info. To fix your problem you have either to change the configuration of the web server or to convert the document. To convert the document I suggest to use the command "Files/Read as/Unicode", then you can save it with the right encoding with "Save as" with no Transform URLs, no Copy images, no Copy resources, and the new Charset.
