I suspect this should be classified as "1.0 only" rather than "1.1 only".

The XML Schema WG discussed this issue at today's call and agreed that it 
seems to relate to XSD 1.0, not 1.1.  (XSD 1.1 also allows more than one
canonical form for float and double, but it also explicitly states that this 
is a conscious design decision, to allow any serialization that conforms to
IEEE 754.)  

I'm setting the version info accordingly.
