The spec mandates that if a <wsrt:ResourceTransfer mustUnderstand=true> header is present, the body MUST have either of the <wsrt:Get>, <wsrt:Put>, <wsrt:Create> elements. We do not define a fault that the service can return for a message that does not meet these requirements.
