A provider may expose one or more metadata units and may inline metadata, may provide a metadata endpoint reference or may provide an HTTP location. When a requester requests for metadata, what should a provider return?

Proposed Clarification:
When a requester requests metadata, the provider should return the representation of the resource (e.g. the WSDL, XSD, and MEX). If the metadata resource is a MEX document, the document may contain multiple metadata units that together comprise the metadata for a service.
