WS-Transfer, WS-Eventing, WS-Enumeration and WS-MetadataExchange all refer 
to the member submission version of WS-Addressing.

Proposal:
Remove the references to the member submission of WS-Addressing and 
replace it with references to the REC version (if the reference is not 
already there - like it is for ws-transfer).

Resolved 2009-01-14[1], without objection and as proposed, including all specs mentioned in the issue as well as ws-rt.

There are 4 types of changes needed to upgrade our WSA version:
- simple global change of the namespace and any schemaImports to point to the right location
- replace the use of ref-props with ref-params
- remove any reference to 2004 WSA.  
For MEX: remove the description of how MEX goes into a 2004 EPR and in the schema instead of talking about how a 2004 EPR can be used we should change it to just talk about "other possible addressing model".  And removing the 2004 wsa:Action values from the wsdl.
For Transfer: remove 2004 WSA from the xsd, talk about "other addressing models" instead of 2004 specifically (for the xs:any epr)
- change references to WSA that need to be WSAM (like wsa:Action) due to those properties being moves from the core wsa spec into the metadata spec.
