test case add B194 from the MSData/additional section is invalid as it
contains an notation element with the following system attribute:

system='LWZYYOGXBXCUGERWKTFGDEIUVGGOGDVZSDEFSZWLDQ[DFD[KIKZOKCFGPFDSISRYCDCDALELXUD'

However '[' and ']' are only allowed in an URI if they enclose an IPv6 address, therefor the test case should either be marked as invalid or the system attribute changed to contain a valid URI.

WG decided HT will fix the document so that System and Public identifiers are corrected by making each such alpha-numeric.
