Section 4.9
The segmentation issue alluded to here, talks about visibility to one 
participant vs. another. Isn't the key that we only have visibility to 
observable behavior. So how can we allow non-visible behavior?

non-observable behavior of a partipant can be defined, as described in section 
2.5.5 apr 3 edition, but agreed some editorial fixes needed.

This is not related to varibles as in the issue summary.

changed to editorial. a  small example should be added.
