The CSSWG asked for all requirement messages (that we show in the harness UI in bug 6040) should be listed before the start of the test run so the tester can prepare in advance. This listing should note how many tests (X/Y tests) have that requirement, so if there are only a few the tester may choose to skip them, but if there are a lot he may choose to run a different set.
