The current list of test suites are actually various formats of the css 2.1 test suite.

Instead the test suite list should include, e.g.

     CSS 2.1 Conformance Tests
     CSS 3 Module Tests
     etc.

And each test suite should then be allowed various formats, e.g.

     HTML 4.01
     XHTML 1.1
     XHTML 1.1 for Printers
     etc.

The database tables and code for this reorganization have been implemented in my test bed.

This bug will be marked as resolved after the next code check in.
