Description Sandy Gao 2008-07-28 19:06:50 UTC
In section 4.1.1, we specify that validators must use PSVI for reference recognition (i.e. defaulted sml:ref="true" is taken into account) and allow implementation variability for non-validators.

Do we need a similar statement for sml:nilref?

Resolution in 8/7 call:
add a similar stmt for nilref wrt psvi as we currently have for sml:ref
