When checking the references to RFC 2396 in XQuery 1.0 and XPath
2.0, I discovered that the RFC is in the Normative References [1]
but is NEVER referenced from within the document.

I wonder if the reference should have been removed when the
references were migrated to refer to RFC 3986?  

BTW I could not find this possible error in the XQuery errata document [2].

You are right. The reference to RFC2396 has been obsoleted by the reference to RFC3986. On 4 March 2008 the joint Query/XSL working groups agreed to remove the obsolete reference. This change will be reflected in a future erratum. Since this is an editorial change and the working group agreed with your suggestion, I am marking this bug report as Closed.
