Description: WS-Policy Framework references Working Draft for Cannonical XML 1.1, but document is at CR http://www.w3.org/TR/2007/PR-ws-policy-20070706/#Informative-References

Justification: Should be as accurate as possible

Proposal: Change Canonical XML 1.1 reference date to 21 June 2007, and status from "Working Draft" to "Candidate Recommendation" in WS-Policy Framework
