The normative text for sml:keyref (Section 3.5) must be updated to state that either the ref attribute or the refer attribute must be specified for a sml:keyref identity constraint. It is an error to specify both attributes or none of the attributes. This is related to Bug 4617

This bug depends on 4617 which is not marked for FPWD. Further, both bugs need more discussion.

added the following item in section 4.4 (Identity Constraints)

- Either the ref attribute or the refer attribute (but not both) MUST be specified for an sml:keyref element.
