The test cases don't get into the nested policy aspect of intersection with regards to lax mode intersection and wsp:Ignorable='true'.

Proposed resolution:

Add test cases in http://lists.w3.org/Archives/Public/public-ws-policy/2007May/0282.html
as optional for round 1.
