Both <openContent> and <defaultOpenContent> allows an <annotation> element and attributes from foreign namespaces, but such annotations are not captured by any schema component.

The working group adopted a proposal that retains anntations under <openContent> and <defaultOpenContent>. Thay are captured by the "containing" component. That is, complex types get annotations under <openContent> and schemas get annotations under <defaultOpenContent>. This resolution is consistent with how annotations are handled in other cases.
