Currently the links to properties definitions point to the CSS2 REC 
org/w3c/css/css/urls.properties has:
@url-base               :       http://www.w3.org/TR/REC-CSS2/

This should be updated eventually, and the anchors updated to reflect those of the CSS2.1 spec.

Also the link to the specification when validating successfully:
 "This document validates as CSS!"
is misleading, as it always leads to the CSS2 spec, regardless of the profile checked.

This is a tricky one:
* because of the move to finding properties in more than one profile
* because CSS3 is not yet stable

according to Julien, once CSS3 has stable list of properties, we can update url-base-css3 in config and it should mostly work.
